Last week, Men’s Health magazine released a list of America’s “smuttiest” cities, and guess what? Memphis made the cut. But for a city where local government is constantly discussing stripper etiquette, we’re remarkably low in the rankings, coming in at number 75, just behind Little Rock and well behind Nashville (#49). The methodology used by Men’s Health apparently placed a lot of weight on softcore porn consumption and completely ignored city council member Janis Fullilove’s letter of apology from the hot summer of 2010, which began with the words, “Yes, I was on the pole.”

Memphis Strip Clubs: Memphis City Council to hear strip club proposal

A City Council committee today will hear a request from councilman Shea Flinn to study his idea for an “adult entertainment district” for strip clubs and other adult-oriented businesses.
“I’m expecting a lot of questions and some opposition,” Flinn said. “I understand it, but hopefully it gets into an intellectual exercise and not a time for moralizing.”
Flinn’s proposal would create a committee that would take 60 days to look at the feasibility of such a district, as well as finding a site for the zone and establishing a nine-member “Adult Entertainment Commission” charged with regulating the businesses.
Flinn says the plan would remove strip clubs and other sex-oriented businesses from commercial and residential neighborhoods while creating revenue for the city from beer sales and licensing and permit fees.
In addition to council members, the committee Flinn is proposing would include members from the Shelby County District Attorney General’s office, the Memphis Police Department, the Economic Development Growth Engine board, the City Attorney’s office and the County Commission.

Memphis Strip Clubs: Editorial: Red-light district

Establishing an adult entertainment district in a city is admittedly not an appealing prospect.
Looking at the matter from a practical standpoint, there is a market for that kind of entertainment and it can be a revenue generator for the city.
Memphis City Councilman Shea Flinn wants the council to create a committee to study the idea. The council is scheduled to weigh the proposal Tuesday.
Flinn’s plan would remove strip clubs and other sex-oriented businesses from the commercial and residential neighborhoods they currently occupy and put them into what is commonly known as a red-light district. It might also exempt the businesses from a tough new Shelby County ordinance that prohibits the sale of alcohol in sex-oriented businesses.
By no means are we ready to endorse creation of a red-light district in Memphis, but it’s an idea worth studying.

Memphis Strip Clubs: Red Light District Could Raise City Revenue

But, now Memphis is out of that business. Strict Shelby County Laws banning nudity when there are alcohol sales went into effect January 1. Most strip clubs have opted out in order to continue to serve beer, making them more like bikini bars.
So, the council will consider a resolution that would create a committee to look at the issue, find the area for the district and create a board to govern it. The governing board would issue pricey licenses to the clubs and dancers. That, along with an alcohol tax would bring revenue.

In a phone interview, strip club owner Steve Cooper says he’s unlikely to open a club in a potential Memphis Red Light District. He says “Memphis is backwards. I won’t invest any more money in Memphis.”

Memphis Escorts: Councilman proposes a Memphis red-light district

Under the county ordinance regulating sex-oriented businesses, alcohol sales or consumption are prohibited. Club employees are banned from touching customers and one another, women must cover nipples and all workers must cover their genitals under the ordinance.
The county ordinance was designed to “address many of the recognized negative secondary effects commonly associated with adult-oriented businesses. Such secondary effects include crime, the spread of sexually transmitted disease, reduced property values, and a host of other public health and safety issues.”
Last year, at least two strip clubs inside Memphis were shut down as public nuisances.
Memphis Police and the Shelby County District Attorney General’s office closed Showgirls, at 3880 Lamar, as a public nuisance, and several dancers were arrested on prostitution and drug charges. Babes of Babylon was shut down on similar charges.

Memphis Adult Entertainment: Memphis police arrest second suspected serial rapist in two weeks

In each case, the women reported that the sexual assaults occurred in a silver convertible that had Dallas Cowboys dice hanging from the mirror as well as a steering wheel cover dedicated to the professional football team.
The woman who made the April 17 report was able to get a license plate number registered to a silver Chrysler Sebring, police reported.
The woman who reported on April 18 that she had been sexually assaulted told investigators that the man held a knife to her throat, according to the court document.
The woman who reported on April 27 that she had been raped also told police that her cell phone was stolen.
The court document did not indicate where the sexual assaults occurred.
Court records indicate that Person was arrested on patronizing prostitution charges five times between 1997 and 2010.

Look, Clippers fans have been appropriately scarred over the years. They fully expected that stupid Kia to cripple Blake in the Slam Dunk Contest, just like they wouldn’t be shocked if the video scoreboard fell on Chris right as he was dribbling out the clock in Game 7 of the Finals. But that 27-point comeback in Game 1 was a seminal moment for a profoundly messed-up franchise. If they can erase a 27-point lead and guarantee themselves a spot on NBA TV Hardwood Classics for the rest of eternity, what else can happen? Has their historically low ceiling been removed?
These last two home games, I found myself mildly frightened by their unwavering optimism — almost like watching a buddy fall a little too hard for a stripper or something.
